EACC PRESENTS REPORT ON CORRUPTION RISK ASSESSMENT (CRAS) OF LAIKIPIA COUNTY
EACC Commissioner Ms. Rose Mghoi-Macharia on Tuesday 15th November, 2016; presented reports of Corruption Risk Assessment of the systems, policies, procedures and practices of work at Laikipia County Executive to H.E. The Governor Joshua Irungu and the Speaker of The County Assembly Hon. Patrick Mariru respectively. The ceremony was held at the County Assembly Hall, Nanyuki.
The Corruption Risk Assessments were conducted in line with EACCs mandate as stipulated in section 11 1(g) of the Ethics and Anti- Corruption Commission Act, 2011; which states that the Commission shall:
1. Advise on its own initiative, any person on any matter within its functions ;
2. Subject to article 31 of the Constitution, monitor the practices and procedures of public bodies to detect corrupt practices and to secure the revision of the methods of work or procedures that may be conducive to corrupt practices.
The objectives of the assessments were to:
1. Review the systems, policies, procedures and practices of the County executive and assembly to identify corruption prone areas, 2. Identify existing structural weaknesses that can be exploited to perpetuate corrupt activities, 3. Recommend strategies for preventing corruption and enhancing accountability in methods of work at the County executive and assembly, 4. Prepare and disseminate a report of findings and recommendations.
It is expected that after the presentation of the reports, the County Executive and the County Assembly will prepare plans/matrixes for implementation of the recommendations. The plans/matrixes will be submitted to EACC within a period of one month from the date of the presentation of the report. The plans will assist EACC to continuously monitor the progress on implementation and to address any emerging issues.
