LANDS EXAMINATION REPORT UNVEILED

Nairobi 14th March 2018: The Ethics and Anti-Corruption Commission has released a report of the findings of its five-month review of the Ministry of Lands and Physical Planning. The review focused on the systems, policies, procedures and practices that are used in the administration of land.

The report, which also contains recommendations of how to seal corruption loopholes in the management of land in Kenya, was officially handed over to the Lands Cabinet Secretary, Ms Farida Karoney, by the Commissions Chair, Retired Archbishop Eliud Wabukala, at a ceremony at Kenyatta International Convention Centre, Nairobi.

The September 2016-February 2017 review sought to identify systemic weaknesses, loopholes and inefficiencies that may provide opportunities for corrupt practices. It was conducted at the request of the then Lands Cabinet Secretary Prof. Jacob Kaimenyi.

At the handing over ceremony, EACC Commissioner Dr. Dabar Maalim commended the review team and appealed to all organisations involved in land management to study the report and implement its recommendations in order to ensure efficient and better service delivery to the public.

Echoing his remarks, EACC Chief Executive Officer Halakhe Waqo appealed to the ministry to hasten implementation of the recommendations. He further thanked Prof Jacob Kaimenyi and the late PS Miriam El-Maway for their invaluable support and passion to see the ministry review its systems to serve the public better¬Ě.

On his part, the Chair of the Commission urged all government ministries to uphold a culture of integrity; It is possible to create a culture of integrity in the ministries and state departments which then becomes a tool for fighting corruption¬Ě he said.

Receiving the report, the Lands CS acknowledged challenges at the ministry. She was particularly concerned about the poor storage of lands documents, stating that the ministry was ready to speed up their digitization to avert any possible loss.
