EACC TRAINS PUBLIC OFFICERS ON WEALTH DECLARATION

The Ethics and Anti-Corruption Commission (EACC) has trained technical officers who deal with declaration of income, wealth, assets and liabilities in the county governments.

The two-day training held on 17-18th May, 2017 -- attracted 27 out of the 47 counties invited. Its aim was to equip the officers with the relevant skills and knowledge to enable them to better manage the process of wealth declaration by public officers.

The Principal Secretary in the State Department of the Ministry of Devolution and Planning, Mr. Micah Pkopus Powon, welcomed the training as a timely initiative against the background of an increased clamour for good governance, efficiency, effectiveness, responsiveness, transparency and accountability in the management of public affairs''.

Mr. Powon, who was the guest of honour, affirmed the governments support to county governments to help them comply with the requirements of the Leadership and Integrity Act, 2012, as provided for in Chapter Six of the Constitution of Kenya, 2010.

He commended the Commission's concerted efforts to promote ethical standards and integrity in county governments citing, as examples, its development of specific leadership and integrity codes for county government workers, conducting of Corruption Risk Assessments and baseline surveys on corruption and ethics.

Mr. Powon urged the Commission to continue enforcing Chapter Six of the Constitution and challenged the public officers to uphold high integrity standards in their undertakings. Those appointed to public office, he reminded them, ''are not only duty bound, but are also legally bound to espouse the high ideals and ethical standards enshrined in the Constitution, and must serve the public interest always.''

EACC Commissioner Rose Mghoi challenged county governments to be diligent in their utilisation of devolved resources. She thanked the national government for its continued support of county governments.

The training, which was held at ARC Hotel Njoro, was organised by the Leadership and Ethics directorate arm of the Commission.
